Q&As regarding KOMBI-Consultation
The German Federal Network Agency (Bundesnetzagentur) has published a decision to “Determination of the costs for market-based instruments and for capacity buybacks in the nationwide market area as volatile cost shares in the sense of Section 11 (5) ARegV (“KOMBI”)” on their website on 20.12.2019 (German). Process Description for MBIs and Capacity Buy-back
procedure for additional capacity in the single German market area – second consultation: joint concept from transmission system operators for an overbooking and buy-back scheme, the ruling chamber suggests that in order to improve understanding of the functioning and effectiveness of the market-based instruments and the capacity buy-back scheme and for reasons of transparency and acceptance, the concept should include a more comprehensive process description and more detailed information about the product characteristics. As announced in the statement of the transmission system operators (TSOs) of 11 November 2019, the TSOs are pleased to respond to this suggestion.
As part of the procedure „KAP+“ (Ref.: BK7-19-037) for additional capacity in the single German market area the Federal Network Agency’s BK 7 suggested the formulation of further information regarding the concept submitted by the TSOs. The now published “Process Description for MBIs and Capacity Buy-back” contains explanations concerning the functioning and effectiveness of the market-based instruments and the capacity buy-back scheme and a more comprehensive process description and more detailed information about the product characteristics.

TSO joint overbooking model
At the beginning of October the transmission system operators already submitted a joint overbooking model to the Federal Network Agency.
