Nationwide German Market Area Manager is Named Trading Hub Europe

The future German market area manager will be launched under the name Trading Hub Europe. On this the shareholders of today’s market area managers agreed today. The name is the result of a competition between the employees of GASPOOL Balancing Services GmbH and NetConnect Germany GmbH & Co. KG. The launch of the new market area is scheduled for 1 October 2021.

Third market dialogue on 5th November in Düsseldorf

The market dialogue format has established itself on the way to a Germany-wide market area. Here the transmission system operators together with the market area managers inform about the current status and present the current developments. The main focus of the upcoming event will be our reflections on the future capacity model of the nationwide market area as well as operational issues of the new market area manager.

The third Market Dialogue will take place on Tuesday, November 5, 2019, and will begin at 11:00 a.m. (Admission begins at 10:00 a.m.). The venue is the Hotel Nikko, Immermannstraße 41, 40210 Düsseldorf (www.nikko-hotel.de). The event is aimed at both German and English-speaking participants (simultaneous translation). Registered participants will receive the agenda approximately one week before the event.

Participation is only possible after binding registration by 14 October 2019. Please send the completed registration form, which is available for download under this text, by e-mail to marktdialog@marktgebietszusammenlegung.de.

Please note that initially only one participant per company can be registered. If free capacities are still available after the registration deadline, other participants from one company can also participate in the event. Further optional participants can be named in the registration form. TSOs publish comment on “KAP+” procedure

On 23 May 2019, the Bundesnetzagentur initiated a procedure to decide on an overbooking system to be proposed by the transmission system operators (TSOs). The TSOs have now issued a joint statement on this procedure, known as “KAP+”, for additional capacities in the Germany-wide market area.

The TSOs still see the need to create and offer additional firm, freely allocable feed-in capacities in the common market area via market-based instruments (MBIs). However, the TSOs still prefer the use of MBIs via Section 9 (3) GasNZV. Although the TSOs can basically imagine the use of an overbooking model, a number of essential aspects would have to be taken into account. In particular, a balanced risk/opportunity ratio should be mentioned in this respect. The complete statement, which is only available in German, can be downloaded here.

TSOs provide information on status of market area merger

Second market dialogue in Berlin: discussion on capacity model and bottleneck instruments

The second market dialogue also focused on the future capacity model in the new joint German market area.

"Our aim is to maintain the existing capacity on offer. However, this can only be achieved with network expansion or market-based instruments," emphasized Ralph Bahke, Chairman of the Association of Transmission System Operators (FNB Gas), in his welcome address. Around 130 representatives of all market roles accepted the invitation of the German transmission system operators (TSO) and market area managers (MGV) to the second Market Dialogue on 4 June 2019 in Berlin. The present traders, producers and storage operators expressed their positive opinion that as many instruments and models as possible had been proposed to the market by the TSOs in the discussion about the future capacity model. All market participants agreed that the common goal was to increase liquidity and to make cheap and flexible gas sources available to the German market.

In addition to the discussion on the future capacity model and congestion instruments, the MGV explained the first details on the planning of concrete implementation at the level of the market area managers. The participants were given an initial overview of the further process. Following the event in February, market participants were able to submit their ideas and suggestions in the form of statements, which were published promptly. At the event in Berlin, a comprehensive discussion of the individual points took place.

At the first market dialogue event on the occasion of E-World 2019, the TSOs presented their extensive considerations, which were continued today. The date for the next dialogue event, which is planned for 5 November 2019 in Düsseldorf, has already been announced.

Second market dialogue on 4th June in Berlin

During the first market dialogue at eworld in February 2019, those responsible for the project presented first considerations. Based on this we would like to invite all involved parties to the second market dialogue to present further thoughts and discuss them.

The market dialogue will take place on, Tuesday, 4th June 2019, 11pm until approx. 4pm (doors open from 10am.) The location will be the Palais Kulturbrauerei, Schönhauser Allee 36, 10435 Berlin, (www.palais-kulturbrauerei.de). The event is aimed at both German and English-speaking participants (simultaneous translation).

Great interest in helping to shape the new German gas market area

A few weeks after the German transmission system operators (FNBs) presented their initial ideas on the concrete design of the new market area, a large number of market participants took the opportunity to submit their comments on the ideas presented.

In total, the transmission system operators and market area managers now have a number of comments at their disposal, which you can view here. The comments will be evaluat-ed by the transmission system operators in the coming weeks. The aim is to further discuss the contents and suggestions at the next market dialogue event on 4 June 2019 in Berlin.

Market area merger – TSOs commence dialog on future market capacities

More than 200 national and international participants / positive feedback on market dialog

In context of the biggest energy congress in Germany (eWorld, Essen) the German gas transport system operators (TSOs) took the opportunity to commence the market dialog regarding the future transport capacities. More than 200 national and international participants attended the meeting, receiving the most recent information on the market area convergence project (marco) and in particular the status quo of the capacity model.

In his opening speech Ralph Bahke, the head of ONTRAS and chairman of the association of German gas TSOs (Fernleitungsnetzbeteiber Gas – FNB), sketched the new market area as one of Europe’s most attractive and liquid gas trading hubs. Shippers, end consumers, TSOs and balancing shippers will benefit equally from a unified German market area. At the same time Mr. Bahke emphasized the exigency of a close dialog between all involved market players.

Bigger market – bigger challenges

To meet the demand for sufficient transport capacity in a bigger, merged market area, several challenges are ahead of the TSOs. Despite developing a new capacity model, that adequality represents the market conditions, new ideas and approaches need to be developed in order to meet the future capacity requirements. Both elements were discussed at length at the meeting.

Three players – one objective

Shippers, TSOs and the regulator may only reach the objective of a unified market area in a collective effort. Thus, all involved parties agreed to continue the well perceived market dialog. The TSOs invited everybody to submit their questions and comments until March 17th2019. These will be published collectively on the project website www.marktgebietszusammenlegung.de and discussed in the next market dialog meeting on June 4th, 2019 in Berlin.

Market dialogue at the e-world 2019

On the way to the nationwide market area the transmission system operators together with the market area managers have initiated important steps and processes. The first results will be presented to and discussed with all the parties involved and interested in the process.

The market dialogue will take place at the fair e-world in Essen, Wednesday, 6th February 2019, 12:30 pm until approx. 4:00 pm. The location will be Room „Essen“, Congress Center East of fair Essen. The event is aimed at both German and English-speaking participants (simultaneous translation). The main focus of the event is on considerations of the future capacity model in the new market area.

Information website keeps market up to date on journey towards the single German market area

September 28, 2018. The project website www.marktgebietszusammenlegung.de on the German market area merger is now available online. In launching this website the German gas transmission system operators (TSOs) in close collaboration with the current market area managers have taken a first step to initiate a continuous market information process. The aim is to provide a platform on which current information relating to the process for the creation of the single German market area can be published in a timely and transparent manner.

The new website has been developed by the TSOs to cater to market participants’ needs for information on this important project and is part of a comprehensive market dialogue initiative offered by the TSOs in cooperation with the German regulator BNetzA. As a central information platform, the website gives market participants an opportunity to engage with the parties responsible for carrying out the project.

The first information event on which the TSO will inform about the current status is planned for the e-world 2019. A separate invitation will be forwarded within the next few weeks. If you are interested please send us a mail to info@marktgebietszusammenlegung.de.

 

About the market merger

The joint, nationwide market area to be established in Germany is due to start operations on 1 October 2021. The TSOs are working intensively with the current market area managers to develop the necessary processes. The market merger will be carried out as efficiently as possible, especially with a view to upholding the security of the gas supply and with regard to the efficiency of all gas trading processes.

TSOs intend to launch single German market area in October 2021

The joint, nationwide market area to be established in Germany will presumably start operations on 1 October 2021. This is the date the German gas transmission system operators (TSOs) have agreed with the Federal Network Agency (Bundesnetzagentur), the national regulatory authority. The TSOs believe that the planned timing, which coincides with the start of the gas year, is the most convenient solution for market participants from an operational perspective.

The TSOs have been working intensively with the current market area managers to define the extensive processes associated with the market merger. In the months ahead the TSOs also plan to engage with market participants on a regular basis via a market dialogue process to be conducted in cooperation with the Federal Network Agency to keep the market up to date on the identified steps necessary to establish a nationwide market area for gas.

About the market merger

As shareholders of the future joint entity that is to manage the single German market area, the TSOs are working to ensure that the transition is made as smoothly as possible, especially with a view to upholding the security of the gas supply and with regard to the efficiency of all gas trading processes.
The two existing market areas GASPOOL and NetConnect Germany have developed dynamically over the past years. Today they provide two of the most liquid trading hubs for natural gas in Europe, which is reflected in the trading activities at the respective virtual trading points (VTP), steadily growing trading volumes and increasing churn rates. The merger project now under way has its background in legislative amendments to the German Gas Third-Party Access Regulations (Gasnetzzugangsverordnung) adopted in 2017, according to which the two market areas are to be consolidated into a single entry/exit zone by 1 April 2022 at the latest.
